Eligibility Criteria

Organizations and institutions in eligible lowest income countries are invited to apply for participation in the GARDASIL Access Program.

Applications will be assessed by independent experts using the following review criteria:

Government Approval - Applying organizations and institutions must present a letter of support from the appropriate authorities in the Ministry of Health. Formal endorsement by the Ministry of Health is a critical prerequisite for participation in the program.

Programmatic Approach/ Program Design - The GARDASIL Access Program will donate GARDASIL to enable approved participants to gain experience designing and implementing smaller scale HPV vaccination projects in eligible lowest income countries. The program will not support proposals to conduct nationwide HPV vaccine projects. Applications should address the applicant’s vaccine delivery experience, human resources, information/education/communication (IEC) expertise, transportation and supply chain management capacity and program management experience. The review will carefully consider the applicant's proposed IEC strategy and accompanying IEC tactical plan.

Customs Clearance and Storage - Applications should explain how the vaccine will be cleared through customs with import duties waived, transported from the airport to the cold storage facility at the correct temperature (following the recommended storage and handling guidelines), and subsequently warehoused and distributed during the proposed vaccination project (to ensure consistent availability of cold chain and supply, and to avoid expiry of the product at central or facility levels).

Monitoring & Evaluation (M&E) Process - The review will assess whether a robust M&E system is already in place or planned. It will also evaluate how the applicant will identify, describe and openly communicate the challenges, opportunities and learnings from the design and implementation phases of their proposed vaccination project.

Vaccine Administration Process - The application should explain how the program will ensure that appropriate individuals who received the first dose will receive the remaining two doses of the vaccine according to schedule.
