Eligibility CriteriaOrganizations and institutions in eligible low income countries are invited to apply for participation in the GARDASIL® Access Program. Applications will be assessed by independent experts using the following review criteria: Government Approval - Applying institutions must present a letter of support from the Ministry of Health. The approval of the Ministry of Health is a prerequisite for participation in the program. Programmatic Approach/ Program Design - The GARDASIL® Access Program will provide GARDASIL® for introduction programs in eligible countries to allow countries to gain experience in the implementation of such programs. It does not aim to cover nationwide HPV vaccine programs. Applications should address the applicant’s vaccine delivery experience, planned human resources, transportation and supply chain management and program coordination. Planned communication about the vaccine program to targeted communities will also be considered as an important factor in the review. Customs Clearance and Storage - Applications should explain how the vaccine will be cleared through customs, warehoused and distributed to ensure consistent availability of cold chain and supply, and to avoid expiry of the product at central or facility levels. Monitoring & Evaluation Process - The review will assess whether a sound M&E system is already in place or planned. It will also evaluate how the institution will identify and describe challenges, opportunities, and learnings in program implementation. Quality Assurance Process - The application should explain how the program will ensure that all people who received the first dose will receive the remaining two doses of the vaccine at the right time. |
